This position manages

accounting functions for Extension Administration with regards to Sponsored

Projects Accounting at the Institute of Agriculture to ensure the accuracy,

timeliness and efficiency of post-award fiscal administration.  It works to minimize risk to the university

from restricted account activity and maximize university cash flow through

accounts receivable management.


Duties and Responsibilities:


Sponsored Projects



contracts and agreements for spending restrictions, reporting deadlines,

payment request information and liability.       Establish

and maintain WBS element and gift accounts in the university's financial

system, including match accounts. Coordinate with other campuses if necessary

on joint projects.        Maintenance

of account throughout the life of a project. 

Maintain official (auditable) sponsored project files for Extension

departments, regions and counties.         Analyze

expenditures by interpreting and applying fiscal regulations and guidelines to

insure that all federal, state and university requirements are met for each

sponsored project.         Process

payment requests to agencies.        Manage

letter of credit draws from various federal agencies.        Prepare

financial reports for sponsors and certifies them on behalf on the university,

submitting them to external sponsors. 

Ensure that these reports are reconciled to the university ledger.        Monitor

and report program income.        Provide

training and oversight of business managers, faculty, regional offices, county

staff and 4-H

Centers.        Provide

financial information to Sr. Vice Chancellor/Sr. Vice President, Deans, Budget

Directors and PIs as needed.       Assist

in the development of policies and procedures to reduce financial risk exposure

from federal, state and private audits.        Close

out projects by processing final financial, inventory, patent and equipment

reports etc.        Calculate

and process budget entries for Facilities & Administrative (F&A)

returns as prescribed by UTIA agreed upon F&A return policies and external

sponsor’s specifications in the award contracts.         Oversee

and manage the Faculty Incentive Program (FIP) for UT Extension.        Assist

Budget Director with accounts receivable compliance issues.        Monitor

subcontract financial reports.

Financial Risk Oversight:        Work

with faculty and business managers to analyze charges and insure they stay

within agency   approved budget

categories.        Work

with other units within the university on joint project budgetary matters.        Work

with funding agencies to execute budget changes.        Monitor

accounts for over expenditures to reduce risk.        Work

with other Extension entities on financial matters.

Accounts Receivables:


receivable entry and reconciliation.         Responsible

for collection of outstanding payment request.         Provide

over-site of the accounts receivables clerical function.         Coordinate

with Dean's offices and general counsel regarding uncollected debts.         Monitor

and manage approximately $25 million in receivables to maximize the

universities   cash flow. Develops and maintains accounts receivable policies and

procedures.  Ensures   that collection

efforts are performed in accordance with policies.        Assist

in the development of accounts receivable policies and procedures to preserve

universities cash flow.



in the development of procedures based on auditor input and regulatory

guidelines.         Conduct

and monitor compliance activities to reduce financial exposure resulting from

federal, state and private audits. 

Initiate corrective action when necessary to ensure that financial

operations and records conform to University policies and sponsor regulations.         Collaborate

with the UTIA Office of Sponsored Programs (pre-award), Extension departments,

regional and county offices to ensure consistent, timely, accurate, and

compliant financial activities, charges, and procedures.         Primary

financial contact during internal and external audits for programs under

his/her jurisdiction.         Coordinate

information requests from auditors.         Interact

with sponsoring agencies on financial matters related to funding, budgets,

allowable cost, and external review.       United States Department of

Agriculture (USDA) Research Projects System (REEport):         Manage

USDA REEport database as a site administrator for UT Extension. Review projects

as well as progress and final reports for compliance prior to submitting to

USDA.  Interact with staff at USDA to

troubleshoot database issues.        Accumulate

and analyze data, working directly with the Extension Budget Director and other

departmental personnel, in verifying and categorizing required financial and

FTE information to develop annual financial report required for all USDA NIFA

projects housed in REEPort.        Submit

financial report electronically to USDA prior to the deadline, reconciling any

differences prior to submission.

','!*!Required Qualifications:

Education/Experience: A Bachelor’s Degree in accounting or finance is

required.  Other business field

Bachelor’s Degrees will be considered with three or more years of work

experience in sponsored projects accounting. 


Knowledge, Skills and Abilities:  Extensive

working knowledge of financial and cost accounting standards and OMB Uniform

Guidance; Extensive knowledge of, or ability to become conversant with,

university fiscal policies and procedures; Ability to prioritize and manage a

high-volume of complex projects simultaneously to meet deadlines in a

fast-paced environment; Ability to provide excellent customer service with a

commitment to exceptional quality; Ability to think analytically,

quantitatively, creatively, and strategically; Ability to be a team player who

works well collectively and collaboratively; and Ability to communicate

effectively, including active listening skills.


Preferred Qualifications:

Education/Experience: MS Degree; Post award fiscal management of grants and

contracts at a higher education institution; Working knowledge of accounting

principles for higher education institutions; and  Experience and familiarity with enterprise

financial software systems.


Knowledge, Skills and Abilities: Knowledge of UT fiscal policy, human resource and

research policies; Knowledge of SAP and/or Cayuse; and Advanced spreadsheet and

data base management skills.
